Since its unification in 1990 Yemen has been modernising and opening up to the world, but still maintains much of its tribal character. Tensions persist between the north and the south.
The majority of the people in Yemen live in villages scattered in the mountains with little access to social, medical or rehabilitative services with inaccessible topography, long distances and high transport costs exacerbating the problem even more. In this context, cross-sector community-based rehabilitation is crucial to extend service provision to the rural population, however, it is almost non-existent in Yemen. Expansion of CBR programmes particularly is key priority on the disability agenda in Yemen.

National Disability Strategy
Yemen has developed a National Vision 2020 Plan and established a national committee on the prevention on blindness. Yemen is currently in the process of developing an inclusive rights-based national disability strategy, a process that enjoys the full commitment and support of relevant ministries and affiliated institutions and is based on the the participation of all stakeholders.
