Medical Eye and Ear Care Services



1. OPTOMETRIST or ORTHOPTIST (f/m) - Antananarivo, Madagascar

Duration: 2 years

Objective: In close partnership with the Ministry of Health (MOH) of Madagascar facilitate, as the Head of Training at the National Refraction & Low Vision Programme & Training Centre (CNFR), the Human Resource development in the 1st phase VISION 2020 priority diseases: Refraction and Low Vision as well as develop strategies to ensure that affordable and accessible refractive and low vision services are available in Madagascar.

Reporting to the Head of Eye Care Programme of the Ministry of Health, the Head of Training needs to accomplish the following tasks:
  • Develop appropriate curricula (work with recently accepted curriculum) and training material for the multi entry/exit CNFR training courses: Refractionists (Level 1); Optometric Clinicians (Level 2); Low Vision Clinicians (level 3); Supervisors of Levels 1, 2 and 3
  • Active participation in the above listed trainings as a ‘key trainer’, developing a local faculty with time. Local faculty started, but requires ongoing development
  • Ongoing supervision and support of trained personnel
  • Strengthen and further develop a Low Vision clinic at CNFR
  • Strengthen and further develop school screening programmes in Madagascar
  • Alliance building and networking with other NGOs and Government offices that are involved in VISION 2020 activities, most especially Refractive Error and Low Vision, to ensure good collaboration in the field of Refractive Error and Low Vision
  • Active involvement in the Schools for the Visually Impaired and integrated programmes with an emphasis on improving services to children with Low Vision
  • Understanding and working within Government structures without compromising the overall objective of developing Human Resources in the mandate of Refractive Error and Low Vision.
  • Working with Head of Administration and advising on project budgets, stocks, statistics, planning and management, as considered necessary.
  • Advocacy about Refraction and Low Vision within the National frameworks.
Special skills needed:
  • Working knowledge of medical eye care, which is one of CBM’s core service delivery mandates.
  • Clinical skills in Refraction and Low Vision
  • Very good teaching ability (Teaching to be carried out in French)
  • Leadership skills
  • Good communication and coordination skills concerning all stakeholders (national and local government, regional office, partners, projects, NGO Alliances)
  • Competency in networking skills
  • Fluent English and good knowledge of French is absolutely essential together with a desire and ability to learn Malagasy
  • Valid driving license
Professional Experience and Profile:
  • Solid experience in the relevant profession (an optometrist is preferred)
  • Experience in teaching, where a developmental approach is desirable
  • Familiarity with CBM’s PCM format is an advantage
  • Excellent management skills
  • Intercultural knowledge and sensitivity
  • Excellent inter-personal skills
  • Ability to motivate people
  • Team player and good communicator
  • Overseas experience in a developing country desirable
  • A Christian that adheres to CBM beliefs and values
