1. CHIEF OPERATIONS OFFICER (f/m) - Cuernavaca, Mexico
Duration: 2 years
Objective: Develop CBM’s work in Mexico, Guatemala, Honduras as well as Belize and deal with procurement issues for Latin America and the Caribbean.
Reporting to the Regional Director, the Chief Operations Officer (COO), responsible for the smooth administrative and programmatic running of the Coordination Office, the administrative and programmatic support of the partners and their projects, needs to accomplish the following tasks:
Objective: Develop CBM’s work in Mexico, Guatemala, Honduras as well as Belize and deal with procurement issues for Latin America and the Caribbean.
Reporting to the Regional Director, the Chief Operations Officer (COO), responsible for the smooth administrative and programmatic running of the Coordination Office, the administrative and programmatic support of the partners and their projects, needs to accomplish the following tasks:
1. Administration (in close collaboration with the Administrative Coordinator)
- Oversee the implementation of efficient management and administrative procedures / systems in the Coordination Office (CO)
- Oversee the procedures being in force (legal, co-funding agencies, CBM intern)
- Prepare, implement and monitor partners’ and the CO’s budgets
- Oversee the financial accounting, including CO’s external audits
- Assist partners, projects and teams of competence (ToC) with administrative matters including project reports and statistics
- Plan and organise partner meetings
- Co-ordinate and manage the administrative and logistical relations with the Regional Office (RO) and Programme Development Department as well as other stakeholders
2. Programme Development (in close collaboration with the Administrative Coordinator and Project Officer)
- Assist RO in the development of country strategies and co-ordinate their implementation
- Plan, implement, monitor and evaluate partner projects
- Initiate, maintain and phase out partnerships
- Promote and implement partner enablement activities
- Oversee co-funding related activities and reporting to all stakeholders
- Advocate for the rights of people with disabilities together with advisers and ToC
- Implement CBM Vision 2010 activities
3. Human Resources
- Manage the Coordination Office
- Ensure training of staff members
4. Alliances (in close collaboration with the RD, Programme Officers, Co-funding Officers and TOCs)
- Further develop alliances with regional stakeholders, both on implementation and strategic level
5. Public Relations (in coordination with CO staff members)
- Co-ordinate project visits (donors, CBM Member Associations and others)
- Oversee and organize training of regional partners in fundraising strategies
6. Procurement / ARD (in close collaboration with the RD, the Administrative Coordinator and the Procurement Officer)
- Develop, organize and implement an efficient system for Latin America and the Caribbean
7. Project Officer for Mexico
- At the same time, the COO is the Programme Officer for Mexico in close coordination with the Administrative Coordinator and the Cofunding Officer
Special skills needed:
- Working knowledge of CBM’s core service delivery mandates
- Leadership skills
- Proven planning, evaluation and monitoring skills
- Very good communication and coordination skills concerning all stakeholders (national and local government, regional office, partners, projects, NGO alliances)
- Competency in networking ability
- Excellent writing skills
- Fluent English as well as Spanish
- Able and willing to travel about 20% of working days, mainly in the region
- Valid driving license

- Experience in project management in a developing country

- Should be familiar with the CBM PCM format and be able to use it as a primary source document for applications

2. EYE DEPARTMENT MANAGER (m/f) - Moshi, Tanzania

Objective: The Eye Department of the Kilimanjaro Christian Medical Centre (KCMC) is expanding rapidly. An institute of ophthalmology that offers training in clinical ophthalmology at the postgraduate and fellowship level as well as community ophthalmology, cataract surgery, ophthalmic nursing and optometry is being developed. The Manager provides overall management and day-to-day organisation to the Eye Department while training a Tanzanian successor.
Reporting to the Executive Director of the Kilimanjaro Christian Medical Centre (KCMC), the manager needs to accomplish the following tasks:

- To oversee the management of the department’s computer system (Information Technology)
- To manage monitoring and reporting (use and development of information systems for monitoring operational efficiency, planning and better decision making)
- To provide human resources management
- To provide logistical support for students in training programs
- To recruit, train and mentor a local Tanzanian administrator helping him/her to set up management systems within a four-year period.
- Broad and solid experience in planning, management and evaluation of programme work with particular emphasis on medical eye care services, ideally in an African context
- Good communication and coordination skills concerning all stakeholders (national and local government, regional office, partners, projects, other NGOs)
- Competency in networking skills
- Excellent writing skills
- Fluent English with a desire and ability to learn Kiswahili
- Valid driving license
- Relevant academic qualifications (i.e. hospital management, public health, business management)
- Proven track record with regard to project management in a developing country is desirable
- Proven track record with regard to human resource management knowledge
- Familiarity with CBM mandates, especially in the fields of blindness prevention and medical eye-care
- Work experience with a variety of local ministries, organisations and partners
- Familiarity with CBM’s PCM format and ability to use it as a primary source document for applications.
