- Local capacity building is an integral part of international support.
- Human resource development and training are a crucial part of capacity building.
- Services should not only be ‘available’ but also ‘accessible’ to very poor people, whether they live in urban or in rural areas.
- VISION 2020 programmes should be prioritised before other medical eye care services.
- The provision of essential equipment to partners is a priority before other equipment.
- Rehabilitation is provided in the community. This requires community-based services that collaborate with centralised approaches, such as schools, hospitals, and training facilities.
- Whereas serving the poorest of the poor does not allow cost recovery, the programmes should have a sound financial vision and aim at decreasing financial dependency and increasing organisational sustainability.
