Duration: 2 years
Objective: To ensure efficient and effective execution of budget implementation, monitoring and evaluation on behalf of and in consultation with the Regional Director (RD). The COO assists the RD in realising the strategic decisions by supporting the implementation and monitoring of the approved projects.
Reporting to the Regional Director for the Central Africa Region (ARO-C), the COO needs to accomplish the following tasks:
- Develop, manage and organise the operational business at the Regional Office (RO) with a view to implement and monitor the regional programme support
- Ensure quality delivery of project and programme support according to CBM standards and within approved programme budgets
- Develop skills and knowledge in implementation and monitoring of projects, programmes and budgets in the RO team
- Lead a team of specialised staff in project, programme and budget implementation and monitoring
- Assure quality delivery of budget support to partners and projects
- Prepare budget adjustments for programmes
- Advise the core team of competencies at the Regional Office in details of Project Cycle Management relevant to the COO’s tasks
- Prepare and train a national successor as soon as possible

Professional Experience and Profile:
- First degree in Business Administration and/or other appropriate qualifications
- At least 4 years proven experience in project management on a senior level
- Experience in Human Resource management
- Familiarity with the CBM PCM format and ability to use it as a primary source document for applications
- Excellent management skills
- Intercultural knowledge and sensitivity
- Excellent inter-personal skills
- Ability to motivate people
- Team player and good communicator
- Overseas experience in a developing country desirable
