  • Providing a quality special school education for the deaf and for children with intellectual disability
  • Integrating students with disabilities in government schools and high education facilities
  • Capacity building and advocacy in communities through family groups and community development committees
  • Capacity building and advocacy in communities through local staff, including home-based training and vocational training 
  • Capacity building and advocacy in government ministries, disabled peoples’ and non-governmental organisations
The programme targets people with disabilities, their families, community leaders, government officials, school administrators, teachers, non-governmental organisations and disabled peoples’ organisations in Nangarhar and Laghman provinces.
The project works to improve the quality of life for people with disabilities by promoting rehabilitation, equal opportunities, integration and protection of the rights of the disabled, leading to their full participation in educational, economic, social, political and cultural activities in their communities.
