CBM evaluates national attention program

CBM presented the results of the evaluation to the Home and Community Attention Modality program with a reach of more than 30 000 persons with disability in Ecuador and has an investment of approximately 18 million dollars. This qualitative study was held in different areas of the country.
On September 25, the CBM Latin America and the Caribbean Regional Office held in Riobamba, Ecuador, the presentation of the results to the evaluation of the Home and Community Attention Modality executed by the Ministry of Social and Economical Inclusion (MIES). This program reaches approximately 30 000 persons with disability in conditions of poverty and extreme poverty with an investment of 18 million dollars per year.
The objective was to have an external assessment on the design analysis, efficiency, efficacy, sustainability and impact to evaluate the quality of the services that this modality offers to persons with disability. The results of this evaluation will serve as inputs for a revisions and implementation of an improvement plan to be mainstreamed through norms and a national policy to guide the program.
Presentation of the final document
During the presentation of this evaluation, Cristina Barrera, Program Officer for Ecuador and Cuba, presented the final document of the study to the Sub Secretary of Disabilities of MIES, Ernesto Madrid. The Coordinator of Zone 3 (provinces of the South Center of the country) from MIES, Cesar Daqui, the Director of Services Provision, Viviana Suarez and the District Director of Riobamba from MIES, Luis Vasquez took part of the opening event.
Elizabeth Patiño, member of the evaluating group contracted by CBM, was responsible of presenting the results, all of them positive, showing the project has a great impact in the improvement in the life development of persons with disability. Besides, Viviana Suarez said “It is important to have an external vision that allows us to improve the attention and quality of life of persons with disability”.
Further work for implementation
After the results presentation, dialogue tables for MIES staff with the participation of representatives from all the provinces of Ecuador to work the given recommendations around the four topics valued: design, implementation, results and impact. With the feedback comments they will elaborate an improvement matrix to be applied on an institutional level in the future.
Importance of the evaluation
The qualitative evaluation was carried over by an evaluation group under the coordination of Cristina Barrera and representatives by MIES, under the technical advisory of Olmedo Zambrano, Regional CBR Advisor from CBM. Foer the study a sample of 180 families from diverse areas of the country were considered. Among the main results are: the positive impact in the life of persons with disability, the need to adjust the design including a gender approach and the strengthening of the team of more than 1500 promoters that day by day reach each one of the families, among other improvement opportunities concerning the implementation.
