Short-term consultancy in Gaza

CBM invites qualified consultants or consultancy teams to apply for a short-term assignment in Gaza. The assignment will supplement data and co-edit a project design through peace and conflict analysis, gender analysis, and resilience analysis. The consultant or team may be based inside or outside Gaza. CBM will give preference to teams that include at least one team member who identifies as a person with disability.

The consultancy supports CBM’s planned project, Build Back Better: Strengthening inclusive services and systems for improved resilience of persons with disabilities, at-risk groups, and war-affected communities in Gaza. The planned implementation period runs from 1 April 2027 to 31 August 2030. The geographic focus is North Gaza, Gaza City, the Middle Area, and Khan Younis.

The selected consultant or team will contribute to an integrated resilience analysis. The work will cover peace and conflict analysis at community level, risk and crisis analysis, gender and inclusion analysis, and mapping of resilience capacities at individual, household, and community level. The findings will inform the project’s Theory of Change and strengthen disability-inclusive, conflict-sensitive, and gender-responsive programming.

Scope of work

The consultant or team will review available CBM documentation and secondary sources, gather targeted primary data through key informant interviews and, where feasible, selected focus group discussions, assess risks related to project design and field presence, and provide recommendations to strengthen resilience, inclusion, and do-no-harm practice in the project design. Findings should be disaggregated by gender, disability, age, displacement status, and location.

Deliverables

Expected deliverables include an inception report with a work plan, a risk matrix, two draft reports in English based on primary and secondary data, final versions of both reports after feedback, a two-page executive summary, and an online or hybrid capitalization workshop, ideally in the week of 3 to 7 August 2026.

Consultant profile

Applicants should hold a relevant academic degree in fields such as social or political sciences, anthropology, peace and conflict studies, development cooperation, or humanitarian aid. They should bring strong experience in similar studies or assessments in the NGO sector, solid knowledge of disability rights and inclusion frameworks in Gaza, and proven experience in Gaza and or the Palestinian Territory. Proficiency in English and Arabic is mandatory.

Timing and application process

The assignment should take place over 10 to 12 working days between 20 July and 9 August 2026. Applicants should submit their CVs, a short concept note with timeline and work plan, a financial offer, and at least two relevant writing samples by 5 July 2026 to rami.inkheili@cbm.org and magdalena.males@cbm.org.
