The ongoing war has substantially increased the number of people in Ukraine who require adapted educational support. Many veterans and civilians now live with physical, sensory or psychosocial disabilities, including trauma-related conditions. VET providers face rising demand for accessible learning environments but often lack the tools and training required to respond effectively.
The project addresses these gaps by improving teachers’ skills, reinforcing institutional support systems and developing practical resources for long-term use.
Key Measures
1. Training VET Teachers and Administrators
Over 100 Educators from 18 VET providers will receive training on inclusive teaching methods, universal design for learning and crisis preparedness. The training will equip teachers to better support students with diverse needs, including those affected by PTSD.
2. Supervision and Advisory Support
Participating institutions will receive structured supervision, including consultations and peer exchange, to strengthen reflective and supportive processes for teachers.
3. Development of an Inclusive VET Manual
NAPD will produce a practical manual with step-by-step guidance on implementing inclusive practices. The manual will support VET providers nationwide in applying consistent and accessible approaches.
4. Training on Inclusive First Aid
Teachers will be trained to support learners with disabilities during emergency situations and trauma-related crises. Recommendations and guidelines will be shared broadly across VET institutions.
5. Training in Inclusive Campaign Management
VET staff will learn to design and implement inclusive information campaigns that communicate effectively with prospective students, including persons with disabilities.
Expected Outcomes
The project will strengthen the ability of VET institutions to:
- apply inclusive pedagogical practices;
- support learners with disabilities and trauma-related needs;
- develop accessible learning environments;
- communicate without stigma and reach diverse groups of students.
These measures will contribute to more inclusive education opportunities for veterans and persons with disabilities across Ukraine.
