Assistance unlocking opportunities: Humanitarian action in Ukraine

In Ukraine today, humanitarian action is about survival, dignity, independence and opportunity.

The National Assembly of People with Disabilities of Ukraine (NAPD) has released a powerful new video, “Assistance Unlocking Opportunities,” documenting the critical impact of a multi-sectoral humanitarian project made possible by a coalition of international partners – Christian Blind Mission (CBM), the European Disability Forum (EDF), League of the Strong (LoS), funded by the German Federal Foreign Office (GFFO). 

 

The video showcases the project, “Multisectoral humanitarian assistance for IDPs, returnees, veterans and their host communities in Ukraine,” which is strategically designed to ensure a dignified and safe life for the most vulnerable populations affected by the ongoing war. The project moves beyond basic survival, focusing on empowerment, inclusion and restoring autonomy. 

 

Key interventions highlighted in the footage include the distribution of multi-purpose cash assistance, a core component of the CBM-supported response. This approach empowers individuals and families, particularly those with disabilities and the elderly, to meet their most urgent needs while maintaining control and dignity. The project also provides access to assistive technologies, modern learning tools for children with disabilities and critical medical and rehabilitation services, all of which are essential for maintaining independence, social connections and pathways to an active life. 

CBM’s prominent involvement has been instrumental in effectively targeting assistance for persons with disabilities and their families, ensuring that the humanitarian response is inclusive and leaves no one behind.  

This project demonstrates a strategic, high-impact model for humanitarian assistance in complex emergencies. It proves that targeted, cash-based assistance and specialised support for persons with disabilities are critical investments.  

This approach builds independence and reduces long-term dependency, while upholding human rights in line with the UN Convention on the Rights of Persons with Disabilities. By partnering with local OPD organisations like NAPD and leveraging CBM’s expertise, it maximises impact and donor funding effectiveness in communities. Additionally, it provides a replicable multisectoral model for delivering inclusive humanitarian assistance in conflict zones, prioritising the needs of the most vulnerable.
