Restoring Access to Health, Rehabilitation and Protection for War-Affected Communities in Ukraine

The project strengthens local health systems by establishing and equipping outpatient rehabilitation units in eight priority health facilities, complemented by targeted accessibility adaptations and minor renovations to improve safe and equitable access to services. It expands access to family- and community-based rehabilitation, establishes temporary assistive product lending points, and strengthens referral pathways and coordination between health and social services to ensure continuity of care.

Capacity building for rehabilitation professionals, primary healthcare staff and social workers, combined with technical support for NHSU contracting readiness, helps improve the quality and sustainability of rehabilitation services. To ensure that vulnerable people can actually benefit from these services, the project also provides Cash-for-Health assistance to cover essential medicines, rehabilitation, assistive products and transport, while community awareness activities improve knowledge of available services and referral pathways.

Complementing the health interventions, the project strengthens protection and mental health and psychosocial support (MHPSS) for war-affected populations. Based on community-level assessments, vulnerable individuals receive tailored psychosocial counselling, legal information and legal aid to address barriers to rights, documentation and access to essential services.

At the same time, the project strengthens disability-inclusive protection systems by building the capacities of community service providers, OPDs and local authorities, improving referral and coordination mechanisms, and promoting accessible information and inclusive community support structures. This integrated approach enhances resilience, reduces protection risks and ensures that people with complex vulnerabilities receive timely, coordinated and person-centred support.
