Building a more inclusive future for vocational education in Ukraine

Through the Inclusive VET project, CBM and NAPD helped institutions across the country strengthen support for veterans, persons with disabilities, and other learners who need additional assistance by providing practical skills, tools, and resources.

After eleven months of close collaboration, Christian Blind Mission (CBM) and the National Assembly of Persons with Disabilities of Ukraine (NAPD) have successfully completed the project "Inclusive VET: Improving Training for Veterans and People with Disabilities."

The project was implemented within the Multi Donor Initiative Skills4Recovery, jointly co-financed by the European Union, Germany, Poland, Estonia and Denmark, and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and the Solidarity Fund PL (SFPL).

Throughout the project, CBM and NAPD worked together to strengthen inclusive vocational education and training (VET) across Ukraine by building the capacities of vocational education institutions, developing practical guidance and promoting inclusive approaches to teaching and learning.

The project brought together 18 vocational education and training (VET) institutions from across Ukraine, representing the regions of Zhytomyr, Vinnytsia, Ternopil, Lviv, Rivne, Khmelnytskyi, Chernivtsi, Kyiv City, Poltava, Kharkiv, Dnipropetrovsk, Kirovohrad, Mykolaiv and Odesa. Together, they formed a nationwide community of practice committed to strengthening inclusive vocational education and improving access to quality learning opportunities for veterans, persons with disabilities and other learners requiring additional support.

Building practical skills in inclusive education

The project centred on a comprehensive capacity-building programme that combined face-to-face training, supervision, webinars, and practical mentoring. Rather than focusing on theory alone, participants applied inclusive approaches directly within their own VET institutions.

The programme included:

  • Train-the-trainer programme: Strengthening the capacity of teachers and school leaders to implement inclusive vocational education and create accessible learning environments.
  • Supervision and on-site mentoring: Supporting VET institutions in translating newly acquired knowledge into everyday teaching and institutional practice through reflection, coaching and peer learning.
  • Inclusive safety, first aid and psychosocial support: Building competencies to provide inclusive emergency response, psychosocial support and safe learning environments for all learners.
  • Veterans in vocational education webinar: Promoting trauma-informed approaches and strengthening the capacity of VET institutions to support veterans in education and training.
  • Campaign management and inclusive communication: Strengthening institutional capacity to develop accessible communication materials, conduct inclusive outreach campaigns and engage prospective learners.
  • Digital accessibility webinar: Improving knowledge of digital accessibility standards and practical approaches to creating accessible online information and communication.

Together, these activities created a practical learning journey that combined knowledge acquisition, peer learning, mentoring and continuous professional support, ensuring that inclusive approaches could be implemented sustainably within participating institutions.

Key results in numbers

  • 100 VET representatives trained in inclusive education and learner support

  • 31 trainers qualified for in-house training and mentoring

  • 18 VET institutions received supervision and advisory support

  • 73 VET representatives trained in inclusive safety, first aid, psychosocial support, communication and campaign development

Knowledge products for lasting impact

A central outcome of the project is a comprehensive portfolio of practical publications developed by CBM and NAPD in close consultation with GIZ and the Ministry of Education and Science of Ukraine (MoES). Building on the project's training activities and practical experience, these resources translate evidence, international good practices and lessons learned into practical guidance for VET institutions.

Designed for teachers, school leaders, trainers, policymakers and education professionals, the publications provide practical tools to strengthen inclusive vocational education, improve institutional capacity and support the long-term implementation of inclusive practices. As open knowledge resources, they are intended to remain in use well beyond the project's lifetime and to support the further development of inclusive VET both across Ukraine and internationally.

Skills4Recovery

The Multi Donor Initiative Skills4Recovery supports initial and further vocational education and training in five economic sectors critical to Ukraine’s recovery: construction, transport, agriculture, services and manufacturing. The programme helps people gain the skills they need to access employment and develop their careers, while supporting employers in finding qualified workers. Particular attention is given to making training and employment opportunities more accessible and inclusive.
